Licensure
Go to the KSDE website for the license renewal applications.
- If you have an Initial Teaching License and wish to upgrade it to a Professional Teaching License based on mentoring (by having taught at least one year), then complete Form 21. If you wish to upgrade it based on registration in an Internship, complete Form 19.
- If you have an Initial Teaching License and wish to renew it for an additional two years (because you have NOT taught at least one year), then complete Form 20.
- If you have a Professional Teaching License and wish to renew it, then complete Form 3a. The most common methods of renewal are to have either professional development points (PDP) or college credit that is turned into PDPs. If you have a graduate degree, you may renew based on having three years of accredited experience during the current professional license. IMPORTANT NOTE: If you are needing to renew or upgrade a license at the same time that you are adding a provisional (Form 4) or full endorsement (Form 1) to your license, contact Kerry Schuckman, FHSU Licensure Officer, at kschuckm@fhsu.edu for those applications. By submitting Form 4 or Form 1 along with the renewal application, you will only have to pay one fee (the higher of the two application fees).
- If you wish to add an endorsement to your license by having passed the Praxis test (not by program completion), then complete Form 22 and submit directly to KSDE.
- If you have completed all of the coursework and passed the Praxis test for a new endorsement, complete the online Form 1.

Licensure in Other States
It is HIGHLY RECOMMENDED that candidates check with their state department of education and anticipated school site prior to participating in any internship or student teaching to determine any additional requirements that may be in place by that state. Failure to do so could result in needing to repeat that internship or student teaching.
The US Department of Education (Federal regulation Sec 668.43 A-C) requires FHSU to notify applicants who have an out-of-state address and are interested in or registered in degree programs that lead to state licensure or certification of individual state licensure requirements.
We are required to notify you if the program you are interested in or registered in will meet educational requirements to apply for certification or licensure in your home state. The official categories are: Meets; Does Not Meet; and Have Not Made a Determination if it Does or Does Not Meet. A Does Not Meet or Have Not Made a Determination status does not indicate that you will be unable to obtain certification or licensure in your home state. Common causes for a Does Not Meet or Have Not Made a Determination include the following:
- Your home state certification agency requires a transcript review prior to application for certification.
- Your home state does not have an equivalent for an endorsement completed in Kansas.
- Your home state requires you to take an additional course or exam specific to that state’s history or laws. These courses and exams are not offered in Kansas.
Except for Kansas, Fort Hays State University has made no determination if this program will lead to licensure in your state or the state in which you are seeking licensure. Because every state has different requirements that may change frequently, we recommend checking with your state education department for current requirements.
OPTIONS FOR INITIAL TEACHER LICENSURE ARE:
- Take and pass PPAT and Kansas licensure tests. Apply for a Kansas license, then a license in your home state. This is what KSDE and FHSU strongly recommend as it often makes the transferability of licenses much easier.
- Take and pass PPAT. Choose not to take the KSDE licensure tests (Praxis Content) and just apply for licensure in your home state. There is no guarantee you will get a license in your home state without having to take additional courses and/or do a different performance portfolio and/or different licensure tests.
- Do not take the PPAT and do not take the KSDE licensure tests. This is NOT recommended as it means you are not considered a program completer. FHSU can, therefore, only provide your transcripts but cannot verify or confirm that you successfully went through an approved teacher education program.
