The Federal Depository Library Program (FDLP) is authorized through Title 44, United States Code, Chapter 19. The Program began in the early 1920s. The Federal Depository Library Program at Fort Hays State University began in 1926 with the establishment of the Government Publications Department at Forsyth Library.
Forsyth Library curates print and electronic publications of the United States government, its individual state governments, and foreign governments, in addition to the publications of multinational organizations such as the United Nations, NATO, and the International Monetary Fund. It also functions as the library's reference center for government information.Print collections are each arranged according to their designated classification systems. Federal print collections are arranged according to the Superintendent of Documents classification system (SuDoc), in which materials are grouped by the issuing agency, not by subject. The state-foreign collections are arranged alphabetically by the name of the issuing state or foreign government. The United Nations collections are arranged by the U.N. classification system while all other multinational organizations are assigned the class number X.

- To search for GPO electronic items, use the author field to search "United States" or United Stated [Agency or Bureau]" and filter your results to only display "Full Text Online"
- To search for GPO materials that are available in both print and electronic versions, use the filter to limit the location to "Gov Docs - second level". To get the physical item during the library renovation, submit an interlibrary loan request with that bibliographic information.

Borrowing Government Publications
During the library renovation (approximately 2024 - 2026), all print materials in Government Documents will be inaccessible. These materials can be requested from other FDLP repositories using interlibrary loan.
